To start from scratch (i.e. if CO2 is updated, or new emissions are added)

The GAMS codes are modified version of that in GTAP6inGAMS originally written by Thomas F. Rutherford, available at http://www.mpsge.org/gtap6/

0. Use "VIEWHAR.exe" to convert .har files to .gdx files. For GTAP9, we need three data files: BaseData2011.gdx (one for each year), gsdvole.gdx (energy volume), and CO2.gdx

1. Put all three .gdx files into \data.

2. Run zip2gdx.gms to put all data to one GDX file, e.g. gtap2011 (make sure filenames are correct).

3. Use gtapaggr.gms (with appropriate source set) to undertake aggregation (make sure the .map file correct). the generated data file "iaee.gdx" should be copied to the folder of GRACE model codes

4. The too small numbers always lie in the intermediate inputs. So just delete the extreme small numbers in this variable will work well.
